Position Overview
The General Manager – Projects Delivery at APSFL is responsible for the strategic planning, execution, and monitoring of multiple high-value enterprise and telecom infrastructure projects. Reporting directly to the Executive Director – Projects Delivery, this leadership role ensures projects are aligned with organizational objectives, delivered within scope and budget, and meet compliance and governance standards.
Key Responsibilities
- Lead the end-to-end delivery of flagship infrastructure initiatives such as BharatNet Phase 2 and Surveillance & DRTG projects, ensuring timely completion and quality standards
- Develop and implement expansion frameworks for the Surveillance Project to drive operational scalability and cost optimization
- Collaborate with the Executive Director to align project planning and execution with APSFL’s strategic roadmap and infrastructure vision
- Manage feasibility assessments, stakeholder consultations, and resource mobilization during pre-implementation phases of key projects
- Lead and coordinate project teams, vendors, and contractors, ensuring adherence to defined timelines, KPIs, and deliverables
- Establish monitoring tools and dashboards to track project performance, anticipate risks, and deploy mitigation strategies proactively
- Review the project milestones completion, performance of the system integrators, suppliers and vendors
- Ensure efficient procurement and contract management processes in line with governance and compliance standards
- Provide detailed project updates to senior management, including progress milestones, financial exposure, and mitigation steps
- Promote continuous improvement through process optimization, mentoring project teams, and implementing industry best practices
Qualifications
- Bachelor’s or Master’s degree in Electronics, Electrical Engineering, Computer Science, Optical Communications, or Project Management from a top-tier institute
- Minimum 15 years of experience managing large-scale telecom or infrastructure projects with demonstrated delivery excellence
- Strong command of project management methodologies; PMP or PRINCE2 certification preferred
- Proven leadership and stakeholder management skills in a high-complexity environment
- Experience in vendor engagement
- Ability to drive strategic outcomes while ensuring compliance with public-sector governance frameworks

General Manager – Business Operations (Consumer Sales)
Position Overview
The General Manager – Business Operations is accountable for managing consumer sales across APSFL headquarters and district operations. This includes driving partner engagement, customer experience, vendor relationships, and compliance with telecom and media regulations. Reporting to senior leadership, the role ensures revenue growth, service quality, and strategic expansion of last-mile connectivity.
Key Responsibilities
- Oversee all consumer sales activities across HO and district operations, ensuring business continuity and revenue targets
- Manage relationships with CPE vendors and LMOs, covering coordination on pricing, stock, warranty, and repairs
- Lead onboarding and partner development initiatives for LMOs to expand reach, service delivery, and revenue collection
- Interface with Technology Strategy and Operations teams to ensure high service quality and customer satisfaction at the last mile
- Manage broadcaster relationships, including pricing agreements, renewals, invoicing, and regulatory coordination
- Drive the development and rollout of new consumer products based on market trends, cost-benefit analysis, and TRAI guidelines
- Ensure timely completion of all audits—internal, external, and regulatory—in coordination with relevant teams
- Develop and enforce Standard Operating Procedures (SOPs) to streamline consumer sales operations and enhance transparency
- Monitor sales performance against business KPIs and recommend corrective actions for underperformance
- Undertake additional assignments as delegated by senior leadership in support of strategic business objectives
Qualifications
- Bachelor’s or Master’s degree in Electronics, Electrical Engineering, Computer Science, Optical Communications, or Sales & Marketing from a top-tier institute
- Minimum 15 years of experience in telecom business operations with a focus on consumer sales and partner/vendor management
- Strong background in network equipment or consumer electronics sales, media relations, or relevant domains preferred
- Proven ability to drive operational efficiency through SOPs, compliance controls, and vendor performance management
- Excellent leadership, stakeholder coordination, and communication skills across internal and external interfaces
